The utilization rate of chemical fertilizers for the three major food crops will reach 43.3% in 2025.
Since the "14th Five-Year Plan" period, the Ministry of Agriculture and Rural Affairs has earnestly implemented the decisions and arrangements of the Central Committee and the State Council, deeply carried out the action of reducing fertilizer use, and integrated and promoted technical models such as side-dose fertilization for rice, simultaneous sowing of seeds and fertilizers for corn, and mechanical deep application of fertilizers for wheat. The level of scientific fertilization has reached a new stage, providing strong support for increasing grain production capacity, promoting agricultural green development, and helping farmers reduce costs and increase income. Through scientific calculation, it has been estimated that by 2025, the fertilizer utilization rate of the three major grain crops (wheat, corn, and rice) in China will be 43.3%, an increase of 3.1 percentage points compared to 2020.
The improvement in fertilizer utilization rate is the result of the coordinated efforts of various factors such as policy guidance, technological progress, and service optimization. First, the in-depth promotion of soil testing and customized fertilization. During the "14th Five-Year Plan" period, all levels of agricultural departments have widely conducted soil testing, continuously optimized fertilizer formulas, strengthened cooperation between farmers and enterprises, and promoted the application of customized fertilizers. By 2025, the coverage rate of soil testing and customized fertilization for the three major grain crops will reach over 95%. Second, the expansion and improvement of the "three new" integrated model. Vigorously promote the integrated application of new scientific fertilization products, new technologies, and new machinery. By 2025, the area of side-drenching fertilization for rice will exceed 26 million hectares, with the use of special slow-release and controlled-release fertilizers, and the fertilizer utilization rate will increase by 2.1 percentage points; the area of water and fertilizer integrated management for corn and wheat will increase by over 20 million hectares compared to the previous year, supporting an average increase of over 100 kilograms in yield in the demonstration areas. Third, promoting nutrient synergy through diversified substitution. During the "14th Five-Year Plan" period, nearly 80 million hectares of soybeans have been promoted with inoculation of rhizobium bacteria agents, reducing the application of nitrogen fertilizer by 0.5 kilograms per mu. In 2025, the area of organic fertilizer application across the country will exceed 650 million hectares, and the average reduction in fertilizer usage in the pilot projects of green farming and breeding circular agriculture will be 10%. Fourth, promoting professional services to facilitate technology implementation. According to statistics, there are currently over 17,000 scientific fertilization social service organizations across the country, providing services on 250 million mu of land annually; there are over 2,200 intelligent fertilizer mixing service outlets, with a total fertilizer mixing volume of over 4 million tons per year. Professional and socialized scientific fertilization services have effectively promoted the improvement of fertilizer utilization rate.
